Starting with a core of targeted areas, the Foundation will pursue a broad program of regional development, integrating breakthrough technologies and approaches with humanistic principles to: enhance community based vocational education and training; improve regional health care through tele-medicine; design and implement job creation programs; spearhead small business development; and preserve open space for public use.

The CTC Foundation is dedicated to helping advance change and positive development in communities across the country. Through a far-reaching program synthesizing enhanced access to knowledge, expanded opportunities for skill development, technology-based enhancements in job creation initiatives and a tangible benefit to the "public good," the Foundation generates direct impact on urban, suburban and rural neighborhoods and towns. Starting with a core of targeted areas, the Foundation demonstrates its value added through the creation and comprehensive application of effective models for regional development:

Creating and enhancing community based educational and vocational training programs, enabling individuals to achieve competency in the use and applications of the most up-to-date technologies. Utilizing models developed and implemented around the country, this effort focuses on building and strengthening local resources.

Improving the quality of community-based health care services, is a priority of the Foundation. Optimizing and applying leapfrogging technologies, such as tele-medicine and other innovations, the Foundation will propel advances in diagnosis and provision and management of health care to people of all ages.

Designing and implementing short and long term job creation strategies through collaborative ventures with funders and regional employers. The Foundation focuses on the creation of employment opportunities in industries relating to the development and application of state-of-the-art technologies and leading edge environmental and manufacturing processes. It will enable municipalities and other localities to meet immediate and long-term economic challenges of a region and its constituents.

Spearheading small business development, which is recognized as the engine of economic growth, the Foundation will actively advance regional quality of life agenda. The Foundation contributes to meaningful and tangible regional growth by fueling a creative synthesis of education, guidance and support, including entrepreneur workshops and dedicated funding in the form of small business loans.

Advancing efforts toward smart growth to address the challenges of urban sprawl, the Foundation propels broad efforts including effective land planning, transportation alternatives, and recycling and eco-industrial parks.

Enhancing visibility through sponsorship of recreational facilities and events, the Foundation will clearly demonstrate its long-term commitment to economic and social cohesion and growth in selected regions. With a broad and pro-active approach to community development, the Foundation, in partnership with local, regional and national supporters, ensures the quality of life and growth. Community or region-wide initiatives include the innovative and cost-effective development of recreational facilities; the preservation of "open space;" and the underwriting of local recreational events.
